Many forums will have at least one or two people with direct experience with your problem and, like veterinarians they will often have researched the most up to date information on any subject involving birds.  Also, by using a forum or group instead of a website, you will be able to ask questions and interact with those providing the information in an almost real-time environment. 

There are also many vegan bird seed varieties that are available which do not contain any milk proteins.  Quite a few veterinarians and groups will probably recommend this option for lactose free bird seed. These are usually found in health food stores are stores that boast organic products for sale.
